SAMPLE LETTER


One year ago this week, on March 29, 2006, the Cincinnati City Council
passed an ³emergency² city ordinance (Ordinance 910-23) recriminalizing
minor marijuana possession -- despite an outpouring of opposition from the
public.

When arguing for this measure, proponents claimed that recriminalizing
cannabis would dramatically reduce overall crime and discourage citizens
from neighboring states from entering Cincinnati to purchase marijuana.
This has not been the case.

According to statistics published by the Cincinnati police department, the
number of murders (16%), rapes (5%), burglaries (7%) and robberies (44%) in
the city have all increased since the passage of Ordinance 910-23. In
addition, crime statistics indicate that only 3 percent of those cited under
the ordinance were from states other than Ohio.

The enactment of Ordinance 910-23 has failed to reduce crime or so-called
drug tourism in Cincinnati. Rather, it has clogged up city courts and cost
city taxpayers tens of thousands of extra dollars in financial costs. For
these reasons, I urge you to reject Councilmember Cecil Thomas' motion to
extend this law beyond March 29, 2007.
