In a surprising turn of events, the bill that looked like it was in trouble getting any support in Montana has now passed through both the Montana House and the Montana Senate and is on it’s way to the Governor’s desk. House Bill 161 was written to completely repeal the entire Montana Medical Marijuana law and make the 30,000 Montana citizens who now use medical marijuana legally into criminals.

Legislation that seeks to legalize the physician-supervised use of medical marijuana has been introduced in the North Carolina legislature.
House Bill 577 amends state law to “authorize an individual to use marijuana for medical purposes as directed by a physician.” HB 577 would allow patients both the ability to cultivate their own cannabis at home or to purchase it at state licensed distribution centers. This proposal has been referred to the House Committee on Rules, Calendar, and Operations, but has yet to be assigned a hearing.
Fifteen states Alaska, Arizona, California, Colorado, Hawaii, Maine, Michigan, Montana, New Mexico, Nevada, New Jersey, Oregon, Rhode Island, Vermont and Washington and the District of Columbia have enacted laws protecting medical marijuana patients from state prosecution. There is no legitimate reason why North Carolina’s patients should not enjoy these same legal protections.

The NORML Network - 4:20 / 24 / 7 / 365 Coast to Coast to Coast
We’ve gotten a lot of great feedback on our new 24/7 NORML Network. People really seem to enjoy hearing pro-marijuana voices from all around the country.
We had planned to run California Marijuana Report tonight. However, it won’t be until next week that the first episode for the network will be ready. So for this evening, I’m running one of the new podcasts that has applied for the network. It’s Lanny Swerdlow’s show on KCAA AM in Loma Linda, California and it’s called “Marijuana Compassion and Common Sense”.
Next week, Eric Brenner and the California Marijuana Report will be back on Tuesday nights at 8pm Pacific and Lanny Swerdlow’s show will move to its planned Tuesday at 3pm Pacific slot.
We’re also adding another East Coast podcast. Keith Saunders will have us replaying his show out of Boston.
We’ve got three more spots to fill to have another weekday hour of new marijuana podcasts. We’re particularly looking for overseas, Midwestern, and Canadian podcasts. Have the producers contact us at stash@norml.org if they are interested.

This week we welcome TREE, a Hardcore/Metal band from Boston Mass, that always played it loud, hard, and in your face with passion. Although TREE is not a band anymore, they paved enough of a path that it will be traveled for many years ahead.
Constant and relentless touring has seen TREE share the stage with acts such as Clutch, Sheer Terror, The Mighty Mighty Bosstones, Fear, Godsmack and Staind along with playing the Van’s Warped Tour. These shows, along with their annual US headline tour pushed the odometer of the band’s “tour van” past an astonishing 250,000 miles.

Washington House members have refused to act on legislation that sought to legalize and regulate the “production, distribution, and sale” of marijuana to adults. By failing to advance the bill out of committee by last week’s legislative deadline, the measure, HB 1550, is dead for this year’s legislative session.
A state fiscal analysis of the measure estimated that regulating marijuana sales could yield some $300 million in new revenue per biennium, while also reallocating an estimated $25 million annually in law enforcement costs. In Seattle, every state legislator — as well as the city’s mayor, city attorney and several City Council members — had gone on record in support of regulating marijuana.
In January, a SurveyUSA/KING5
poll reported that a majority of people in Washington state – 51 percent – thought marijuana should be legalized and regulated.

Washington House Lawmakers Refuse To Act On Bill To Regulate Adult Marijuana Production, Use, and Sales

Members of the Maine Joint Committee on Criminal Justice and Public Safety will not consider legislation this year that sought to expand the state’s existing marijuana decriminalization law.
Under present law, the adult possession of up to 2.5 ounces of marijuana is a non-criminal offense punishable by a fine only.
LD 754 sought to amend existing law so that the adult possession of over 2.5 ounces but less than 5 ounces is classified as a civil violation.
LD 750 sought to amend existing law so that the cultivation of up to six marijuana plants by an adult is also classified as a civil violation.
In 2009, Maine lawmakers increased the amount of marijuana that may be classified as a civil offense from 1.25 ounces to 2.5 ounces.
A co-sponsor of both LD 754 and LD 750, Rep. Diane Russell, has announced her intention to introduce legislation to legalize and regulate the adult use and distribution of cannabis later this year.

A small, unassuming house that has been converted to a business opened it’s doors last week, making it the first legal dispensary on the East Coast. Safe Alternatives is housed in Frenchville, Maine on Route 1 with no signage, but plenty of security cameras as required by state law.
