    Why doesn’t law enforcement create a device that can employ a standardized interactive test of impairment that observes and records reaction times and judgment etc. and gauges it against a standard? Much like the visual test given at a DMV/DOL.

    Police officers could determine if a vehicle operator is truly impaired rather than having to rely on traces of substances.
