Medical Marijuana collective hardship exemptions to be heard Monday by LA City Council

The Los Angeles Planning and Land Use Management (PLUM) Committee of the City Council will be holding a special meeting next Monday June 29, 2009 to hear 29 medical marijuana collective hardship exemption applications.
The hearing will be Monday June 29, 2009 at Los Angeles City Hall, 200 N Spring St in room 260 and the special meeting begins at 8:30 AM and if you are unable to attend you listen live online at http://lacity.org/lacity/YourGovernment/CityCouncil/CouncilCommitteeMeetings/index.htm

so does this mean new dispensaries can open?
I dont get this story, what are they trying to get? What is this, hardship exemption application for? Just have no idea what this is.
It’s so they can open their dispensaries despite a moratorium on new dispensaries, I think. I was asked to post this, maybe some Californians can elaborate.
