Thank you for contacting me regarding H.R. 2943, the Personal Use of Marijuana by Responsible Adults Act of 2009.I appreciate your views about the use of marijuana. Its use remains controversial with men and women of good will on both sides of the issue of decriminalization. H.R. 2943 was introduced by Representative Barney Frank on June 18, 2009. The Personal Use of Marijuana by Responsible Adults Act would prohibit the imposition of any penalty under an Act of Congress for the possession of marjuana for the not-for-profit transfer between adults of marijuana for personal use. It also dems the possession of 100 grams or less of marijuana as personal use and allows the imposition of a civil penalty under the Controlled Substances Act for the public use of marijuana if such a penalty does not exceed $100.

They’re just a little slow on the uptake. When they finally realize that California will reduced it’s prison population by half – eliminating that blackhole – and has a budget surplus after posting a record $14 billion dollar deficit in 2009, it will sink through their thick southern skulls.

Even though I hate ‘em, I’ve more respect for the honest prohibitionists.
I’m still amazed at the Act’s title, “Personal Use of Marijuana by Responsible Adults Act.” Its startling in its honesty, especially considering how they named that one particularly anti-constitutional piece of garbage the “Patriot Act.”
