("The department shall adopt rules with the goal of protecting against diversion...") Or, let's say you're a dispensary owner with a locked-in set of customers who cannot leave you without the hassle of changing your state paperwork. You could sell them 15% THC bud, so when they buy that 2 ounce limit from you, they won't have to come back for a while... or you could sell them 5% THC bud and make sure they come back to their only source three times as often? We need to get the full end of prohibition soon or these restrictive laws will "cock block" any chance to legalize in the future.
