He has, however, encouraged the states to "experiment" and that's our cue to do exactly that in every state where it's legally feasible. Picture his laughter tipping over the first (California?) in a series of dominoes with the names of legal cannabis/hemp producing states on them. If someone ("R"R?) has the technical ability, that'd make an awesome video for youtube, et. al... Oh, I’m pretty sure he’s still laughing…his laughter is his nervous way of saying “I don’t want to address this problem”.
